Any foreign citizen can buy housing in the United States. It doesn’t matter where he lives and works - in the USA or abroad. For the US authorities, it makes no difference whether you are buying a house in California from St. Petersburg or while in the US on an H1B visa. Why is there no difference? The answer is simple: buying a home in the US does not provide any immigration benefits. It is beneficial for the authorities that you support the local real estate market, but no one will give you a visa for this, much less permanent residence or citizenship.
You can get a US Green Card through the purchase of real estate if you invest in commercial real estate. If you invest a million dollars in a hotel or restaurant, increase profits, hire employees, etc. – they will give you a visa without any problems, and after 2 years you will receive permanent residence. Buying a house for personal use will not achieve anything.
