New York draft horses have been on vacation for more than a month
All working horses in New York must be licensed by the Veterinary Health Services (VPHS). Working horses include all horses offered for hire to the public. To operate a horse-drawn carriage in New York, drivers must have a valid driver's license issued by the New York Department of Consumer Affairs. Only candidates who have successfully completed the Horse-Drawn Carriage Operator Course can apply for a driving license.
Draft horses must not work more than nine hours in any 24-hour period. Riding horses must not be at work for more than eight hours in any continuous 24-hour period. Horses carrying carriage must receive at least five weeks' leave.
